International Border Crossing Activities

To All Ontario-U.S. Border Users, Operators, Technology Providers and Stakeholders

The Intelligent Border Crossing project team has produced a Discussion Paper and a draft Concept of Operations report. We are seeking your feedback on how the proposed concepts may affect you, and how you can help implement the Intelligent Border Crossing with innovative technologies and partnership opportunities.

Since holding workshops in Windsor and Niagara Falls in 2005, work has progressed in the formulation of a vision for an Intelligent Border Crossing. More specifically we have defined our vision, identified what ITS solutions it may entail and developed a draft operational concept which describes how an Intelligent Border Crossing will function and what its functions will accomplish.

The Discussion Paper, which is linked here (750K) is the primary resource document which outlines our understanding of the issues and their causes, presents a vision, proposes how ITS can help us to achieve this vision and the opportunities for transportation and non-transportation agencies.

The draft Concept of Operations http://www.intelligentborder.ca/IBC%20Concept%20of%20Operations_May%202006%20Draft.pdf is a companion document to the Discussion Paper which provides a more detailed description of the proposed functions provided through the Intelligent Border Crossing and what they could accomplish.

We invite you to review these documents and provide any comments you may have. To provide a framework for your feedback, we have drafted a series of 8 questions which can be found on page 20 of the Discussion Paper. Please respond to these questions or provide whatever feedback or information you feel will assist with the development of the Intelligent Border Crossing.

In particular, we would like to draw your attention to questions 7 and 8, in which we are requesting any ideas you may have with respect to potential technologies, ITS solutions or partnership ideas that may assist in advancing the Intelligent Border Crossing. We encourage responses from all stakeholders including solution providers and system integrators. Where appropriate, technical information on proposed products or solutions should be included.

We would appreciate receiving your comments by June 12, 2006.
